December 4 conference will examine the fiscal and economic trends, policy choices, and public investments that could shape New Hampshire’s next two-year State Budget

Concord, N.H. – As state leaders prepare to develop the next two-year State Budget, the New Hampshire Fiscal Policy Institute will bring together policymakers, researchers, advocates, journalists, and community leaders on Friday, December 4, 2026, for a full day of data-driven discussions about the issues and decisions that will shape the state’s next budget.

NHFPI’s annual Budget and Policy Conference, which will be held from 8:00 AM to 4:00 PM at the Grappone Conference Center in Concord, will examine New Hampshire’s fiscal and economic outlook and explore policy options across some of the largest and most consequential areas of state policy, including health care, public education, housing, child care, property taxes, and economic security.

“The State Budget is the most important policy document New Hampshire produces, shaping how the state raises and invests public dollars and how it responds to the needs and priorities of Granite Staters,” said Gene Martin, Executive Director of the New Hampshire Fiscal Policy Institute. “This conference will give policymakers, advocates, and Granite Staters an opportunity to better understand the fiscal landscape ahead, dig into the data, and explore policy approaches to some of the most important challenges facing our state.”

The day will begin with a State Budget 101 overview of the budget process and timeline, followed by a look at the policy changes and emerging challenges that could shape the 2028–2029 State Budget. Morning and afternoon breakout sessions will give attendees the opportunity to dig deeper into some of the biggest issues facing Granite Staters, including health care, K-12 public education, housing, and child care. The afternoon will also feature sessions examining New Hampshire’s reliance on property taxes and the connections between the State Budget, rising costs, and the economic security of Granite State families.

Members of the public are welcome to attend. Early Bird registration is $35 through September 30, after which regular admission will be $70.
