Holly Shulman brings extensive expertise in economic policy communications to her role as Communications Director at the New Hampshire Fiscal Policy Institute. For over a decade, she has specialized in translating complex economic research into clear, actionable insights that empower decision makers to craft innovative and equitable policies. Holly’s career spans key roles at leading organizations. At the Center for Global Development, she led communications efforts to amplify research on critical economic policy issues, including debt sustainability, taxation, and development finance. As a spokesperson for international affairs at the U.S. Treasury Department, she advanced initiatives on global financial regulation, G-20 economic priorities, and international development strategies. As a consultant, Holly has worked with clients such as the Government of Puerto Rico and the COVID-19 Gender and Development Initiative, driving policy impact by promoting research on fiscal sustainability, gender equity, economic resilience, and other pressing economic challenges. Holly holds a Bachelor’s degree in Urban Studies from Vassar College and resides in Concord, New Hampshire.
